The points that you have described are quite helpful and basic for web design,those are quite important for the beginners for the field.Here I am adding few more points which I have concluded from my experience..
Use a site map or directory page
Describe the major sections of the website
SEO (Search Engine Optimisation) friendly
Well written, interesting, grammatically-correct content

We can also enhace our website by following these points
1.Main text should have a standard font type.
2.Take more space and more time so taht the readers can read easily.
3.Titles and subtitles, should have good format.
4.Layout of the boxes are arranged.

Besides these steps following ten steps are sufficient for......... web.......designing

Know your audience
Clearly identify the purpose of your website
Make your website personal -
Loading times
Use a site map or directory page
Good content sells product and ideas
Consistency
Update and check all links
Start Simple
Optimize website
Think ahead

1.The Internet is an ever changing market. To stay on top, you must stay informed.
2.Your Website's success depends on your willingness to add new updates, delete old news, find helpful resources for your visitors.
